They make decisions, such as war, taxes, deaths and much more without the thought of their own citizens, sometimes to just get one item that they want, sometimes because they feel threatened, and all without the knowledge of the citizens. and not only to they exclude the citizens in their decisions, they hide most of them, and if they arent hiding things from their citizens, they are harming them, and mistreating as well.
